The Institute of Seismological Research (ISR) is seeking a comprehensive, turnkey solution for the supply, delivery, installation and commissioning of Triaxial MEMS-based Strong Motion Accelerograph (SMA) systems (10 nos.) for structure health monitoring and onsite earthquake alarm. The successful bidder will be responsible for ensuring seamless integration of these systems with ISR's existing Central Recording Station (CRS) infrastructure, located in Gandhinagar, Gujarat. The contract requires the supply and delivery of high-precision MEMS accelerographs conforming to ISR’s technical specifications. A total of 9 SMAs are planned to be installed, 3 each on two high-rise buildings/structures in Gandhinagar-Gujarat. Each SMA will have to be mounted at designated locations the base, middle, and top of the structure, ensuring proper alignment, secure electrical connections, and reliable communication links by the bidder. The remaining 1 SMA will have to be installed at ISR, Gandhinagar by the bidder. The supplier will install 4G and 5G modem with power, cable, connectors etc. as required for data transmission to the CRS -Gandhinagar, from the high rise structures. Within 60 working days from the delivery of the instruments, the supplier must complete full system commissioning. This includes enabling real-time waveform transmission to ISR’s CRS, setting up and configuring acquisition and other software to display, and store acceleration time histories. A crucial requirement is the deployment of an on-site Earthquake Early Warning (EEW) module based on real-time analysis of P-wave and upon detection of threshold exceedance, the system must trigger audible alarms, and have provision to activate relay outputs for critical system shutdowns like elevators, power plant, pipe gas lines etc., and issue stakeholder alerts, all within five seconds of initial detection of p wave. Each EEW event must be fully logged, including trigger time, recorded metrics, and response actions. Further, Structural Health Monitoring (SHM) is also vital to this scope. The system software must facilitate long-term monitoring through automated modal analysis and damage detection routines, utilizing continuous vibration data to detect shifts in structural natural frequencies, mode shapes, or damping ratios. It must support signal pre-processing, feature extraction, and classification algorithms for condition diagnosis and safety status (e.g., inter-story drift, displacement etc.). Historical trend analysis tools should be available for visualizing baseline versus current structural behaviour. The delivered system software must support industry-standard data formats and telemetry protocols, including MiniSEED, SAC, CSV, and ASCII. The supplier must conduct a three-day training session for ISR staff, covering system setup, operation, maintenance, and data interpretation. The supplier must also provide full documentation including installation guides, calibration certificates, network diagrams, and user manuals. This engagement includes a two-year comprehensive on-site warranty, followed by a three-year Comprehensive Annual Maintenance Contract (CAMC). The CAMC must guarantee at least 95% system uptime and include provisions for defined penalties in case of non-compliance.
